Republicans in the U.S. House of Representatives are trying to recruit Congressman Paul Ryan of Wisconsin to become the next Speaker of the House. With Ryan’s past exposure to presidential politics (he ran as the Republican nominee for vice president in 2012), it is interesting to consider how coming from Congress might affect how a president governs in the first year.
